- large buyers want usage flexibility, but you still need a stable revenue base

The practical test is this: if the buyer needs contractual flexibility, use a minimum commitment. If the buyer mainly needs a clear fixed charge, use a platform fee. If the buyer needs a simple starting point, use included usage.
